A question about todays summit meeting about Libya?

nearly all the heads who attended it today in london where european leaders, mostly western ones, only two arab reps turned up and they were the U.A.E and quatar.What right have they got to make decisions on Libya when the main body which is the African Union (.A.U) which libya is in reject any forgien involement in Libyas politics.In fact only 32 leaders turned up at this meeting in london today, and the rest of the world plus the african union don't want any foreign involment in libyas affairs,.So considering the wests past colonial history do they hve the right to determine who governs libya?
