No child left behind?

i am from upstate ny and moved to florida in February and since then i have been giving a run around on my education i moved and was put to a nother school and they denied me to go to that school and sent me to a alterive but they also denied me ...told me to take a performance test(i did) and they still they still deny me to go to school ....would i be able to sue the school distircit with the no child left behind act b/c they have left me behid and dont care ......they deny me b/c i am bipolar and had a ccoupleof attendance issues but the school knew about them and it my reason was hhorrible but besides that i should be able to sue the school ddistrictb/c they dont want to put me in school?
