Suspended license in fl, moved to pa?

I moved to PA from FL a few months ago....i went to the DMV to to get a PA license where I was denied, it was suspended in FL. Once I looked into it, I found it was suspended for not having FL insurance (although I did have insurance in PA, there was never a lapse). Apparently, I cannot have my license reinstated until I mail my FL plates back to FL and wait for that whole process, then go through the steps here in PA....basically it's looking like around 3-4 weeks before I can legally drive. Is there anything that I can do to make this process quicker? Afterall this was an honest mistake and I was even unaware my license was suspended this whole time. Anyplace I can contact who can help me and not treat me like a criminal for moving out state. I did not know i was doing anything wrong...any help will be appreciated
