Are there any "black swans" on the horizon?

The Government is concerned about civil unrest and has an operation in place to handle any such. [It was originally set up to handle the possible disturbances when Obama either won/lost the election] They should be concerned going forward. I give it about 18 months maybe 2 years. The economy will be worse, inflation high, no jobs, no food, fear, anger, hunger and violence. I have often wondered what those FEMA camps are really for? There's 5 - 8 now isn't there nationwide? I hope i am wrong about this.
